สำหรับวันคนพิการสากล โดยในปี 1982 องค์การสหประชาชาติได้สถาปนาให้วันที่ 3 ธันวาคม ของทุกปี เป็น "วันคนพิการสากล" เพื่อรำลึกถึงวันที่ 3 ธันวาคม 2525 ที่สมัชชาใหญ่แห่งองค์การสหประชาชาติรับรองแผนปฏิบัติการโลกว่าด้วยเรื่องคนพิการ (World Programme of Action concerning Disabled Persons) โดยมุ่งส่งเสริมความเข้าใจปัญหาความพิการและการระดมการสนับสนุนสำหรับศักดิ์ศรี สิทธิและความเป็นอยู่ดีของผู้พิการ นอกจากนี้ ยังมุ่งเพิ่มความตระหนักถึงประโยชน์ที่จะได้จากการรวมผู้พิการเข้ากับทุกแง่มุมของชีวิตการเมือง สังคม เศรษฐกิจและวัฒนธรรม แต่ละปีจะเน้นปัญหาต่างกัน พร้อมทั้งสนับสนุนให้ประเทศต่าง ๆ เฉลิมฉลองวันคนพิการสากลทุกปี เพื่อขับเคลื่อนปฏิบัติการส่งเสริมและคุ้มครองสิทธิของคนพิการอย่างต่อเนื่องทั่วโลก โดยเปิดโอกาสให้ทุกภาคส่วนมีส่วนร่วมจัดกิจกรรมรณรงค์ให้เกิดการส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ โดยอยู่บนฐานของสิทธิอย่างเป็นรูปธรรม และได้มาตรฐานในระดับสากล

In 1982, the United Nations established December 3 of each year as the International Day of Persons with Disabilities to commemorate the day on December 3, 1982, when the United Nations General Assembly adopted the Global Plan of Action on Persons with Disabilities. The day was organized to promote understanding of the issue of disability and to mobilize support for the dignity, rights and well-being of people with disabilities, and to increase awareness of the benefits of incorporating people with disabilities into all aspects of life, politics, society each year's economy and culture will highlight different issues and encourage countries to celebrate International Day of Persons with Disabilities every year to drive ongoing action to promote and protect the rights of people with disabilities around the world by providing opportunities for all sectors to participate.
